I have no problem with Dukat as pure EEEEEVIL; there's bad guys and then there's genocidal guys, and Dukat was the latter. They definitely made him less three-dimensional as the show went on, but OTOH, it was less of a character assassination to make him pure EEEEEEVIL than it would've been to make him misunderstood.
